Ghanaian MDAs to Pay Electricity Bills Under New Energy Ministry Policy

In a major policy overhaul aimed at fostering fiscal responsibility and sustainable energy management, Ghana’s Ministry of Energy and Green Transition has announced that all Ministries, Departments, and Agencies (MDAs) will now be required to budget for and pay their own electricity bills.

 

Energy Minister John Jinapor revealed the new directive during a recent meeting with power sector agencies, emphasizing that specific exemptions have been carefully applied to ensure essential services remain uninterrupted.

“We have classified these institutions, and Parliament is approving, so we can publish them,” Jinapor explained. “All MDAs are supposed to pay for their electricity bills. They have to budget for it.”

The Minister clarified that certain critical areas within the health and education sectors will be exempt from payment. These include vital facilities such as laboratories, operating theaters, and hospital wards, as well as lecture halls in educational institutions. However, other areas within educational institutions, such as dormitories and restaurants, will not be granted exemptions.

The new policy underscores the government’s commitment to optimizing resource allocation and reducing the financial burden on the state.
In a related development, the Ministry also disclosed an urgent need for 1.1 billion Ghana Cedis to procure liquid fuel for power generation.

This critical funding is necessary as current fuel stocks are estimated to last for only 2.6 days, highlighting the immediate challenges facing the nation’s energy supply.
